On the basis of the recommendations of All India Rural Credit Survey Committee, constituted by RBI in 1953, a three-tier setup for the training of the cooperative personnel, functioning at various levels was established. Under the three-tier setup for the training, it had been planned that national institute of cooperative management will take care of the training needs of the senior personnel of cooperatives of the country. The Institutes of Cooperative Management will cater to the training needs of the middle level officers/managers of cooperatives and the junior training Institutes will be providing training to the other staff of cooperatives.

Under the arrangement mentioned above, institutes of cooperative management (Earlier Cooperative Training College) came into existence under RBI at Faizabad District. Institute of Cooperative Management now IGICM was shifted to Block-B, Rajajipuram, Lucknow in its own building in the year 1988. The institute was formed in order to cater to the training and consultancy needs of the cooperative organizations of Uttar Pradesh.

Functioning since last 60 years as management training, research & consultancy, the institute is catering to the needs of various cooperative organization, government department, NGOs and other national and state institutes as well as other organizations.
